The Coalition for a Citizens’ Constitution (C4CC) is a network of non-government organizations (NGOs) and NGO networks that are united in advocating for a structural reform in our government through changes in the Constitution. It specifically advocates for a federal form of government to give way to more decentralized governance – giving more powers to the local governments.

C4CC National Forum on Current Issues on Constitutional Reform

The Coalition for a Citizens’ Constitution (C4CC) held its National Forum on Current Issues on Constitutional Reform at Regalia Tower Suites, Cubao, Quezon City last January 20, 2012. The forum brought together 86 leaders from Luzon, Visayas and Mindanao and promoted public awareness on issues related to the proposed amendments to the Constitution.

Yes to Political Reform, No to Economic Provision

Charter change (Cha-cha) issues revived with its new dance steps and rhythm. The general public started to hop again with the issue as the Senate and the House of Representatives agreed in the principles yesterday to adopt the Constituent Assembly (Con-Ass) as a mode of amending the economic provisions in the 1987 Constitution.

“Reform the political system, not the economic provisions. The Con-Ass is an elitist mode of constitutional reform. The participatory and democratic way to change the constitutional provisions is through a Constitutional Convention.” These are the clear positions of the Coalition for Citizens’ Constitution (C4CC) regarding the proposed amendment of the 1987 constitution.
